UKKQueue 0.4 released!

A new revision of UKKQueue, the file change watcher, is out. This one closes the kqueue file descriptor in the watcher thread to avoid the long delay when close() occasionally waited for its time-out. I also threw in an experimental FNSubscribe-based file change watcher.
